c00d135c error code summary: you have reached the Maximum number of downloads for this item. Why do I have a limit on the downloads for what I purchased? that Is a bunch of B.S.

I have a similar problem. most of the songs I previously purchased and tried to Restore them are not avaialble no more... Where's my REFUND??? Anyone can you help me?
