XNA 3.1 doesn't support the Zune. But besides that, yeah.

The Zune software MUST be closed.
Try disconnecting your zune, closing XNA, closing the zune software, plugging your zune back in, closing the zune software when it comes up, and running XNA again.
You might simply need to reboot if that doesn't work.

Microsoft forces games to do that.  They make it so games with XNA can't play any music with DRM.  The Zune restarts to allow DRM to play again.

I (sort of) recently put in a PHP script, so I don't have to update the .rar files every time.  I'm downloading it right now, and am going to see if I can extract it.

For a (mostly-updated) bundle of all of the games at ZuneBoards, use my package

@_@
There actually is a good way to do this.
Click on the game, and instead of selecting "Play", select "Uninstall".
Simple.
