You don't have to pay anything for the Zune stuff no matter where you find the game download.
Zune games should be "officially" released for the Zune by the end of the year. This is just a "pre-beta", if you will.
No, XNA GS 3.0 will be officially released. There are currently no public plans to have any official Microsoft games. The one you posted above is a
developer sample. It is not intended to be a full game, but a learning tool. As will most future games that the XNA team produces.

There is no such thing as "becoming official". People get to make games and then share them. There are currently no public plans for anything beyond that. In addition there are no public plans for end-user distribution at all. This is all (including the full release at the end of the year) geared towards developers. It is very likely that you will still need developer tools to put the game onto your Zune, but we can all hope to be surprised.

We don't know if/when they will end up in the marketplace at all, let alone if they will cost money.
