Basically this is an issue that started with the record labels saying no user should be able to re-download any MP3 purchase. The idea was, if you purchased a track/album that you couldn't go to your buddy’s house, sign in and re-download the track/album to your buddy’s computer. Though technically you could do that by burning it to a CD, but the labels said no re-downloads and Microsoft said okay.
So the problem here is with bad downloads or downloads that never went through and that is the angle I used to get action on this. Basically our thought is you should never be blocked from re-purchasing an MP3, and that is what we are trying to push through, even if you have to call Zune Support for a credit based on a bad download.
Unfortunately, there is currently no mechanism to correct this for our customers – at this time we are constrained by the Labels from allowing multiple downloads on MP3’s no matter the situation. All I can say at this time is that we are working on a fix for the failed download scenario, but I don’t have an ETA on that at this time – it won’t be in the near future, I’m sorry to say.
